Attainment vs. Nonattainment Areas: What It Means When a Region Fails an Air Quality Standard

If your county has ever been described as a "nonattainment area" for ozone or fine particles, the phrase can sound alarming — as if the region has failed some kind of inspection. What it actually means is specific and fairly mechanical: the area's measured outdoor air does not meet a national air quality standard.

The standards behind the designation

The United States sets National Ambient Air Quality Standards (NAAQS) for the six criteria air pollutants — carbon monoxide, lead, nitrogen dioxide, ozone, particulate matter, and sulfur dioxide. Each standard, listed in the EPA's official NAAQS table, pairs a concentration level with an averaging time, such as an 8-hour average for ozone or an annual average for fine particles.

An attainment area is a geographic area whose monitored air quality meets a given standard. A nonattainment area is one whose air quality does not. The designation is made pollutant by pollutant: a county can be in attainment for carbon monoxide while being in nonattainment for ozone. "Nonattainment" is always relative to a specific standard, not a general grade for the air.

Where the numbers come from

Designations rest on measurements, not estimates. Networks of official outdoor monitors record pollutant concentrations continuously, and those records are the evidence base for deciding whether an area meets a standard. Because most standards use averaging times measured in hours or years, a single bad afternoon doesn't put an area into nonattainment — the comparison is made against the standard's specified averaging period, generally using multiple years of data.

This is also why nonattainment status and today's air quality report can point in different directions. A nonattainment area can have plenty of green-AQI days, and an attainment area can have an occasional terrible one. What nonattainment triggers

A nonattainment designation is not a fine or a punishment of residents. It is a trigger for planning: under the Clean Air Act, states with nonattainment areas must develop plans showing how the area will be brought back into compliance with the standard, and those plans can affect things like permitting for industrial sources and local transportation planning. When monitoring data later show the area meets the standard, it can be redesignated. Attainment vs. the AQI

It's easy to conflate nonattainment with a bad AQI, but they answer different questions on different clocks:

  • The AQI answers: how is the air right now, or today? It's a communication tool built on short-term measurements.
  • Attainment status answers: does this area's air, over the record the standard specifies, meet the legal limit? It's a regulatory determination with multi-year consequences.

So when you read that your region is in nonattainment for a pollutant, the accurate translation is: official monitors show this area's air does not yet meet the national standard for that pollutant, and a formal plan is required to close the gap. It's a status report on a long-term legal benchmark — not a verdict on the air outside your window today.
