Criteria Pollutants vs. Hazardous Air Pollutants: Two Different Lists, Two Different Systems

Air pollution regulation in the United States runs on two very different lists. One is short and famous: the six criteria air pollutants that anchor the AQI and the national air quality standards. The other is long and mostly invisible to the public: the hazardous air pollutants, often called air toxics. Confusing the two leads to real misunderstandings — like expecting benzene to show up in a weather app's air quality number.

The criteria pollutants: common, widespread, ambient standards

The criteria pollutants — carbon monoxide, lead, nitrogen dioxide, ozone, particulate matter, and sulfur dioxide — are the common pollutants found essentially everywhere outdoor air exists. Because they are widespread and come from many kinds of sources, they are managed with ambient standards: legal limits on how much can be in the outdoor air itself, wherever you are. This ambient approach is what makes the AQI possible. Monitors measure the concentration in outdoor air, the reading is compared against a health-based scale, and the result becomes the number and color in your forecast.

The hazardous air pollutants: a longer list, handled differently

Hazardous air pollutants are a separate category: substances such as benzene, asbestos, and various solvents, metals, and industrial chemicals that are dangerous but not ubiquitous in the same way. Rather than a nationwide outdoor-air concentration limit for each one, these are addressed primarily by controlling emissions where they occur — at the kinds of facilities and processes that release them.

The practical consequence for a reader: there is no AQI for air toxics. Your daily air quality report will not tell you a benzene number, not because benzene is harmless, but because it sits in a different regulatory system that doesn't produce a daily public index.

Where to look things up, list by list

  • For a criteria pollutant, the useful references are ambient: the NAAQS standards, the AQI, and monitor data. If you want to understand a bad ozone day, you're in criteria-pollutant territory.

Why the split exists

The two systems reflect two different problems. Criteria pollutants are a background problem: everyone breathes some amount, concentrations vary day to day with weather and traffic, and the sensible tool is a universal outdoor-air standard plus continuous public reporting. Health research on these common pollutants — summarized in resources like the NIEHS overview of air pollution and health — is what the ambient standards and the AQI's category boundaries are built on.

Air toxics are largely a source problem: exposure depends heavily on proximity to particular emitters, so the sensible tool is controlling those emissions directly rather than posting a daily nationwide index.

The quick test

When you encounter an air pollution term, ask: is this one of the six, or is it a named chemical? If it's one of the six, expect standards, monitors, and an AQI reading. If it's a named chemical, expect a fact sheet, an emissions-control story, and no daily number. Two lists, two systems — and knowing which one you're in tells you where the real information lives.
