How to Read Your Annual Water Quality Report
The report and why you get one
Community water systems in the United States are required to give their customers an annual water quality report, formally called a Consumer Confidence Report or CCR. It usually arrives by mid-summer, by mail or as a link on your water bill, and it summarizes what the utility detected in its water over the previous year. The report is dense with abbreviations, but nearly all of them come from one regulatory framework: EPA's National Primary Drinking Water Regulations, which set enforceable limits for contaminants in public water systems.
The four terms that unlock the table
- MCL — Maximum Contaminant Level. The highest level of a contaminant legally allowed in drinking water. This is the enforceable number. When a report shows a detected level next to an MCL, the comparison you care about is between those two columns.
- MCLG — Maximum Contaminant Level Goal. The level below which there is no known or expected risk, set without regard to cost or treatment feasibility. It is a goal, not a legal limit, and for some contaminants it is set at zero even though the enforceable MCL is above zero. Seeing an MCLG of zero next to a nonzero MCL is normal, not an error.
- Treatment technique. For some contaminants — lead and copper among them — there is no MCL. Instead, the rules require a treatment process, and the report shows an "action level" that triggers additional steps by the utility if exceeded at enough sampled taps.
- Detected level / range. What the utility actually measured, often shown as an average plus a range across sampling locations and dates.
The units problem
Here is where most readers get stuck. Federal limits are typically written in milligrams per liter (mg/L), but reports frequently list results in parts per million (ppm) or parts per billion (ppb), and sometimes in micrograms per liter (µg/L). For dilute solutions in water these convert cleanly: 1 mg/L is equivalent to 1 ppm, and 1 µg/L is equivalent to 1 ppb — so 1 ppm equals 1,000 ppb. A result of 5 ppb and a limit of 0.010 mg/L are in different units but directly comparable: 0.010 mg/L is 10 ppb, so the result is below the limit. Reading the report as a whole
A few structural things to know. First, the report covers the water the utility delivers, measured at points in its system — conditions in a building's own plumbing are outside its scope, which is why lead is handled through tap sampling and treatment rules rather than a single system-wide number. Second, "detected" does not mean "violated": modern laboratories can measure many substances at levels far below any regulatory limit, so a long list of detections with all values under their MCLs is a normal report. Third, any actual violation must be flagged in the report, along with what the utility did about it.

Questions worth asking
If something in your report is unclear, the report itself must include the utility's contact information, and utilities answer these calls routinely. Good questions: Which source does my address draw from, if the system has several? Where were the samples for a given contaminant taken? Is there a more recent result than the annual report shows? For private wells — which CCRs do not cover — your state environmental agency and certified local laboratories are the right starting points for testing questions.
